Note: This function is not supported in JVM COBOL.

`result`	Set to zero if the call was successful, nonzero otherwise.
`switch-flag`	The values of switches 0 through 7.
`debug-flag`	Set to 1 if the ANSI Debug module is enabled, otherwise zero.
