JCL Editor Scroll Bars
The preferences page, in Tools > Options > Text Editor > JCL > Scroll Bars enables you to configure the behavior of the scroll bars in the IDE.

You can use the settings in Tools > Options > Text Editor > JCL and on the Margins page to display the margins, the ruler, or turn on smart editing mode.
