To add a project reference to a .Publish project

From the Solution Explorer, expand the .Publish project.
Right-click References; then select Add Reference from the context menu.
On the left sidebar, expand Solution; then click Projects.
All projects included in the current solution are listed. Those that are already referenced by the .Publish project appear with a check mark.
Check the project(s) you want to reference.
Click OK.
