IMS Editor Margins Options
You can use the settings in Tools > Options > Text Editor > IMS and on the Margins page to display the margins and the ruler.
IMS Editor Scroll Bars
The preferences page, in Tools > Options > Text Editor > IMS > Scroll Bars enables you to configure the behavior of the scroll bars in the IDE.
