The MVS parameter file used to pass long parameters between client and
mainframe could not be allocated.

- Check if the user has
write authority to the parameter file.
- Delete the parameter
file if it already exists, and ask the user to retry the action. It is possible
that the parameter file was allocated incorrectly.
