This is caused either a property with the "Special_Property" attribute set to "Element_Type" was not returned by the INSERT tool or an element was not selected when the action was executed.

Model Administrator Response:

Return the match name of the element type in the INSERT tool and model it as an output parameter referencing an "Element_Type" property.
