Each machine that runs dispatcher and/or SEP services has a Windows service called seemonitor that monitors the system's state and health. The seemonitor service writes messages to the Windows Event Log when errors occur. The service is also a part of the region administration process. For example, MMC UI uses it to provide information about running tasks.
You can use the Windows Control Panel to access the event log, or you can add the Event Viewer to the MMC for easy access.
