Visual COBOL as an administrator. To do this:

Start > Micro Focus
Visual COBOL.
- Right-click
Visual COBOL for Eclipse.
- On the context menu, click
More > Run as administrator.

Start button in the Task Bar. Use the search field in the Start menu to locate
Visual COBOL >
Visual COBOL for Eclipse. Right-click the product icon, and click
Run as administrator.
