COBCH1966 Illegal use of CONSTANT data item

An attempt has been made to modify a data item marked as CONSTANT.

For example, SET ADDRESS OF <linkage-item> TO ADDRESS OF <constant> is not permissible as it indirectly allows CONSTANT items to be modified.
