This section lists messages that the License Management Facility can display to users, that is, developers.
The license database referred to in this chapter is the one containing your development system licenses. A separate license database contains your deployment licenses, and therefore other messages can be displayed when you run an application that you developed using Server Express and that you deployed under Server Enterprise Edition. For details on these messages see the Help topic Server Enterprise Edition Licensing Messages.
The permissions on the license database might have been changed.
You can recover the database and reinstall the licenses using the utility lmfdbrecover. See the section Recovering from a Corrupt License Database in the chapter Administration Tasks.
Following this message, a further message indicates the number of license units in the license database, all of which are in use, and the number of temporary unlicensed users running.
If you see this message, please contact your Micro Focus supplier to obtain additional license units.

Start the License Manager running as described in the section Starting the License Manager in the chapter Administration Tasks.
This might be a system resource problem on your machine. Retry, and if this occurs again, reboot the machine.
