4.0 Controlling Access to the APIs through the Roles and Scopes

The Secure API Manager roles control who has access to which Secure API Manager consoles. They do not control access to the APIs. It is the Access Manager roles and scopes that limit access to the APIs. You must configure Secure API Manager to use the Access Manager roles and scopes.
