On OES 2023 or later, if the man pages for some of the OES utilities are not available, perform the following steps:
In the /etc/zypp/zypp.conf file, comment the line rpm.install.excludedocs.
Run the command zypper --non-interactive -q in -f --no-allow-vendor-change $(rpm -qa).
