If a cluster has been totally downed (all nodes are down concurrently), it does not automatically recognize the current status of any BCC enabled resources that have been BCC migrated in the meantime if you bring the nodes back online.
To bring the downed cluster back into service in the business continuity cluster:
Bring up only a single node in the cluster.
At the terminal console of this node, enter
cluster resetresources
Bring up the remainder of the nodes.
