CASST0017E Error attempting to shutdown region-name, option force could not be used when region security is on

While attempting to shutdown a region with option force the request has been rejected because the region security is on.
System Action:
The region cannot be shutdown.
Resolution:
Use other system OS tools for terminating the region.
