For unallocated controlled variables the only supported built-in function is ALLOCATION. All other built-in functions that reference controlled variables require at least one allocate of the controlled variable to take place before their use.

The scaling factor q is not currently supported for signed and unsigned FIXED BIN data types and is assumed to be zero.
