Function:
This tool is used to release the ISPF Edit enqueue of a data set or a member of a PO data set.

Note: AWM creates an enqueue automatically if an MVS data set or member is transferred to the client for remote update purposes.
This is typically done in remote edit scenarios. The dequeue is also done automatically if the editor is closed. This dequeue
function should only be used if AWM is not able to dequeue a file automatically, for example, after a system crash.
