Update MFAAS Started Task JCL Procedure

To update MFAAS started task JCL procedure:

• Remove the TAUQUAL parameter, and any DD statement that references it in the JCL.
• Change CONFOSR DD statement to point to &DSNQUAL..OSR(MFAOSR).
