Update MFAAMS Started Task JCL

To update MFAAMS started task JCL:

• Remove the TAUQUAL parameter, and any DD statement that references it in the JCL.
• Change CONFOSR DD statement to point to &DSNQUAL..OSR(MFAOSR).
