The "RefreshDependencies" tool can only be executed successfully if a local copy of an element exists. The local copy must be created by the integrated tool "LocalFileCreator".

If a local copy of the element must be created in a separate action (e.g. a modeled "Check-Out" action), execute and retry the action. If you are working with different workspaces, verify that the local copy was not created in a different workspace.

Define the integrated tool "LocalFileCreator" in the model and verify that the "RefreshDependencies" tool cannot be executed without the local file creator running beforehand.
