A label can only be qualified by a section-name (i.e. paragraph of section) and further qualification is not possible. A label in a HANDLE function was specified with more than 2 names. The 3rd name (2nd level of qualification) and all subsequent names are ignored.

The named paragraph (optionally with qualification) does not exist in the program. It was used in the EXEC statement at the given line and column of the source.
COBEC1402S HANDLE label <paragraph name><' OF '><section name> - not unique, used at line <line number>, col <column number>
If a qualified name is given, then the paragraph name appears more than once in the given section. if a single name is given, then the named paragraph exists more than once in the program, but not in the implied local section where it was used. It was used in the EXEC statement at the given line and column of the source.
