The LISTENER task is waiting for the initialization of the message task (MSGTASK). The maximum time to wait is defined using the configuration variable ECB_TIMEOUT. If MSGTASK could not be initialized until ECB_TIMEOUT has elapsed, message TAU0176E is issued. Startup is terminated.
