The required first parameter of &HEX-AS-SIGNED, has too many digits to
fit in the target size. The target size of 4 bytes means the string cannot
have more than 8 hex digits. A 2 byte target means no more than 4 hex digits
and a 1 byte target means no more than 2 hex digits.
